Ten persons take hats from an endless sack. Each hat has a digit (from 0 to 9) on it. There can be several hats with the same digit.
The person who takes the hat does not know what digit he has, but he can see the digits of the other 9 persons.
Unfortunately, they have no means of communication. No talking, no signaling with their hands, nothing.
Each of them needs to say which digit he thinks he has on his hat. At least one of them need to answer correctly.
